Various corrections to better run debug runs for RL.

* Added Trax-level jit-disable which replaces jit by nothing in all backends
* Running rl_trainer --disable_jit works with light_rl, so tensors can be printed out
* RL runs with the TF backend (--config="backend.name='tf'") adding another way to debug
