fix(records): minor corrections to rendering of signs and table link

* Fix rendering of signs of some zero asymmetric error encodings, e.g.:
  `asymerror: {minus: 0, plus: 0}` or `{minus: -0.0, plus: 0.0}`.
* Previous code gave some double signs e.g. `+-0` or `--0.0`.
* Also replace spaces by `%20` in direct table link copied to clipboard.
* This works better e.g. if a user then pastes the link into an email.
