Finishing touches on new Releases API (#1265)

* Commit API changes needed to support UI work

* Add endpoint that can enact scheduled changes

* Always set product in scheduled changes

* Don't return completed scheduled changes in /releases/{name} response

* Skip signoff checks when a Release is simply moving from read-write to read-only

* Fix bug where get_release raises an exception if a change is scheduled that only affects assets

* Skip signoff check in set_release if we're only going to cancel scheduled changes

* Always delete scheduled changes by sc_id

* Update tests with new scheduled change; signoff response schemas

* Formatting pass

* Move serialize_signoff_requirements to a better place

* Get rid of debug code.

* Get rid of print statements

* Update json schema to add extra information to scheduled change responses; add required signoff info to /releases endpoint

* Fix a few minor issues

* Improve get_release logic a bit

* Formatting pass
