fix: Stop throwing on valid hexadecimal literals. (#21)

Introduces `.parseNoUnderPositiveInteger()` to handle binary, octal and hexadecimal, as all these must be prefixed and must be "non-negative integer values". Technically however the bug can only occur with hexadecimal values.
