Improvement of the configuration loader.

Indeed, before this patch the configuration laoder was poorly designed,
especially while doing some multiprocessing.

This patch includes a complete rewrite of the way we load the
configuration and prepare PyFunceble for an execution/test.

From now, the configuration loader will serve as central place for:

  * The loading and injection of the configuration file in the system.
  * The update and merge of the configuration file..
  * The download and update of internal file which are updated on daily
    basic. (e.g iana, public-suffix, ...).
  * Injection and preparation of everything the system needs in order to
    work proprely.
