Change expand_jsonschema to pull from remote locations

expand_jsonschema() previously could only expand local JSONSchemas, but this is no longer sufficient. JSONSchema's RefResolver can fetch certain remote schemas, so this commit adapts expand_jsonschema() to use this functionality. Otherwise, the expansion should be nearly identical (although the base_path argument is not base_uri).
