Port detect_clearsky from Solar Forecast Arbiter (#32)

* Detect preiods of clear sky conditions.

Ports validator.detect_clearsky from Solar Forecast Arbiter.
pvlib generates several warnings in detect_clearsky which are marked
"ignore" in the test suite.

* Add documentation for features.clearsky to API docs

Also add attribution in liscences file.

* Make quadratic fixture accessible to all features test modules.

This is a useful test fixture for many features. Moving it to
conftest.py makes it so any submodule of tests.features can use it.
