Function `reduced_cost` (code, documentation, and tests) (#2205)

* Added method `reduced_cost`. Added documentation for it (with cross-reference to method `shadow_price`, but it is in section Variables, while `shadow_price` is in section Constraints).

* Small documentation enhancement. Restricted tests to only the related to constraints. Started to piece the tests for reduced_cost.

* Small untested changes to reduced_cost testing (WIP).

* Change reduced_cost implementation and definition. Created a comment with what to mock to try to test reduced_cost.

* Changed `reduced_cost` code and documentation. Created mock structs and implemented mock tests. All passing.

* Fixed the parameter type of `reduced_cost` in the documentation.

* Mainly internal changes to `reduced_cost` tests. Changed type of `reduced_cost` parameter to `VariableRef` (instead of `AbstractVariableRef`). Removed the dedicated `MockModel` for `reduced_cost` and used the `MockOptimizer` instead. Removed mentions to FEASIBILITY_SENSE (from function implementation and tests). The double bound tests are commented because `MockOptimizer` seems to not support querying the dual of both constraints.

* Fixed MOI import error. Change tested.

* Fixed indentation problem caused by tabs.
