Do not emit any params for empty production rules

Fixes #2

Before this commit, an empty production rule would lead to a function
which accepted one parameter (of type `TysonTypeDictionary[""]`) being
emitted.
This was incorrect, as a production rule with zero symbols should emit
a function with zero parameters.
