* Exclude bottom and right edge of tiles when computing bounds

Resolves #100

* Update xy_bounds

* Different epsilons for long/lat and mercator xy units

We have up to 5 more decimal places of precision available for
long/lat.

* Add an epsilon to fractional y computed for latitude

This accounts for loss of precision in inverting latitude.

Also use hypothesis to generate example tiles.

* Reformat

* Update build config, pin pytest and pytest-cov

* Remove python 2.7 from matrix

* pytest ~= 5.3.0

* New dev version

* Account for precision effects in tile, tiles, bounding_tile

not in bounds and xy_bounds

* Fix change log
