Add Dockerfiles for running etcd + mesos + kubernetes-mesos

- Two docker images kubernetes-mesos-complete (with dependencies) and kubernetes-mesos (without dependencies)
- Add km-local for running the k8sm components with a single command
- Add km-complete for running km-local AND its dependencies
- Add docker-compose.yml for launching all the containers at once
- Add docker/bin dir with common scritps
- Add await- scripts for blocking until a component is ready
- Add docker readme with instructions for building/useing the containers
- Add build scripts for the docker images (chained with binary builder)
