(FACT-2499) Facts with aliases are resolved only once (#429)

* (FACT-2499) Only resolve fact once. Fix test.

* (FACT-2499) Add test to check that each fact is loaded only once, even if it is requested by multiple searched facts.

* (FACT-2499) Remove error handling for facts.

* (FACT-2499) Remove filtering for nill class because only core and legacy facts get to this point, and they must have a class.

* (FACT-2499) Fix options validator tests on jruby.

* (FACT-2499) Add argument to KeyError as it is required by jruby.
