Integrate Error Handling V2 (#1124)

* Integrate Error Handling V2

Integrates the latest implementation of error handling into SJSU-Dev2
and refactored all files to use the flexible Status_t object rather
than the old Status enum class.

The code is somewhat reverse compatible besides the fact that the
Status object is now named Status_t. Migration to the Returns<> method
of error handling will happen in phases through out the code base.

* Cleaning up and removing unneeded code in status

- lpc40xx I2C demo casts status to an unsigned value which needed to be
  removed.
- Added "system header" flag to tl/expected
- Added a status example project to demonstrate how to use the
  Returns<T> code.

Resolves #1120
