IMPROVE WINDOWS PATH ASPECT IMPLEMENTATION

Add KnownFolderPath() which wraps SHGetKnownFolderPath(). Refactor
home_path(), app_data_path(), config_path() to use the new wrapper
and remove the unnecessary fallback code.

- Reimplement temp_path() using a single array.
- limit path_from_me() memory allocation to 32,5KiB
  (the module path size cannnot exceed 32KiB)
- Remove Windows XP legacy code
