feat(run): Add module to run URBANopt

This commit adds a module and a series of functions to execute URBANopt CLI. I also added a (very long) test but, given that the installation of URBANopt CLI that I have locally isn't even run-able with detailed models yet, there's no hope of getting this to run on Travis right now. So I am bypassing the test for the time being and I'll plan to use the test as best I can locally right now.
