1055: Treat bare zeros/NaNs as acceptable in all numpy functions r=hgrecco a=crusaderky

- [x] Closes #1050
- [x] Now bare arrays of zeros and NaNs are accepted by all numpy functions. *I could not find any use cases where this could be undesirable* (besides possibly units with offsets); *please let me know if you can think of any*.
- [x] Executed ``black -t py36 . && isort -rc . && flake8`` with no errors
- [x] The change is fully covered by automated unit tests
- [ ] ~~Documented in docs/ as appropriate~~
- [x] Added an entry to the CHANGES file
