Unit tests dynamically link to libvw, so they can't catch vw specific exceptions. See #2234. (#2235)

* Fix visilibity of exception classes. Ensure consumers of the C++ API can catch it.

* Change visiliby of allreduce as it might fix #2242.

* Fix windows build.
