Adds Delta format import integration (#78)

* Adds Delta Lake format import integration.

The list of files for the latest snapshot is obtained in metadata UDF
and these are imported in parallel. Locally running Spark session and
DeltaLog is used for getting latest snapshot files and previously
available Parquet imported for importing them.

Currently, Delta Lake format can only be imported from S3, Azure Blob
Storage, Azure Delta Lake Gen1 Storage systems and default HDFS.
