Fixed python devel packages for Python 2.7 on CygWin in Appveyor

Detail:

* The Python development packages for Python 2.7 were not pre-installed
  anymore on CygWin in Appveyor.

  This fix reengineers the approach for defining these packages by
  Python version, and installs the so defined version of the package
  in CygWin.

* In addition, the change changes to using python3.x instead of
  python3.xm (which is the Python build supporting a different memory
  allocation, that is not needed for us).
