Fix deployment to PyPI (#61)

The last deployment to PyPI failed due to a Trove classifier validation error, fixed that.  Also:

* Don't run Travis tests twice for each PR (only for the PR, not the branch push)
* Don't try to deploy to PyPI from both Travis workers
* Make it easier to tag a release
* Don't leave a file open when loading the PyPI long description
