Updates to static code analysis and formatting (#84)

* Add isort (import sorting) and apply to source
* remove utf8 at beginning of files
* move pytest config to setup.cfg
* add isort-related requirements to extra [lint]
* add isort to nox
* change format nox session to static (no full install)
* configure isort in setup.cfg
* apply isort to all source code
* fix error with mllaunchpad.__version__ import at an inconvenient time
* make example code a little neater

* Add Python 3.8 to tests and CI

* Add mypy (only basic checks for now)
