Fixed installation of setuptools and wheel on Appveyor with Python 3.8

Details:

* The installation of setuptools and wheel on Appveyor with Python 3.8
  with the 'pip install' command failed because they seem to be locked
  on Windows when running Pip.

  Changed that to use "python -m pip install ...".
