Default to user/group 1001 instead of 1000

UID/GID aren't exported by default, so docker-compose is not going to use the
real values.

However, it's safe to assume that a "studentenportal" user probably isn't going
the first user on the system (which is also the current situation on
new.studentenportal.ch).
