setup.py: require pyyaml<1.17 in attempt to fix Read the Docs build

* Read the Docs build installs numpy v1.18.1 (requires Python >=3.5 ).
* Remove setup.cfg and specify README as long_description in setup.py.
* README should appear under "Project description" on PyPI project page
  when a tagged release is deployed from Travis CI, but not working yet.
* Also clarify in README that this package only works with Python 2.
