Build and upload coverage reports for all triggers (#18)

* Build and upload coverage reports for all triggers

Previously only built coverage reports for pull requests, but we might
as well build and upload them for all events.

* Don't skip the place-holder test

Skipping tests messes up the coverage reports.

* remove unused pytest import for revised test suite

The place-holder test no longer needs to import pytest since it is not skipped.
