task plugins using general coroutines mechanism (#350)

Introduce a general plugin mechanism supporting multiple extension points and bidirectional communication using generator coroutines. 

Add task plugins, able to manipulate runner state at key points in each task's lifecycle.

Breaking change: update file downloader plugins to use the coroutine mechanism instead of contextmanagers.
