Commit Message

Use encrypted PyPI API token to authenticate with PyPI for upload

* Previously encrypted password from .travis.yml for hepdata-converter.
* This gave a failed PyPI deployment, so might be repository-specific.
* Used "travis encrypt" CLI tool to encrypt PyPI API token.
