Add ability to run v4 command resolution during execution and compare results to v3

Per request from compute team to help with migration this will effectively dry run the V4 command resolution code even when V3 is still being used and log metrics/messages reflecting the outcome
Temporary code that will be removed once we fully migrate to V4 path
All exceptions and outcomes are swallowed and the command selected by the v4 isn't used and execution should continue regardless
