#Fix Windows silent cleanup issue

# Why is this change needed?
Customers are suffering from "Agent occasionally stops working" issue.

# How does it address the issue?
Issue is caused by Windows silent cleanup of %WinDir%\Temp folder. Move certificate location to %PROGRAMDATA%
