Fix #61 - misleading error message in "mllaunchpad/wsgi.py" (#69)

* amend try-catch block concerning config file load. add try-catch for loading previous model using the Flask application.

* Fix the try-catch block so that FileNotFoundError only occurs when loading the config. If the error occurs set 'conf = None' and stop script.

* Update mllaunchpad/wsgi.py

keep logging included in case of problems loading the configuration
