Change mechanism tracking from names to numbers

To identify the dedupe mechanism names we now use the numbers
instead of the mechanism names. The pure dedupe is identified by 00000
and the crosswalk is identified by 00001.

This in preparation of showing the mechanism number in the dedupe table.
