Relax list of non-routable IP's. Allow inbound PP connections even from weird source ip's.

Let's relax the list of non-routable IP's. The intention is to forbid
mostly weird things like 0.0.0.0 or 127.0.0.1 or 255.255.255.255. We
also shouldn't really forward connections to 10.0.2.0/24 becausue this
would be confusing.

Apart from that - multicast, or site-locals, are actually fine.
