Add Gemfile.local and remove github_source (#298)

* (maint) remove git_source from Gemfile

`git_source` was added to prevent  Bundler to load
sources from github  via HTTP and not HTTPS. This bug was
solved in bundler > 2.
Because the gemspec specifies a dependecy to Bundler ~> 2
it is safe to remove `git_source`.

* (maint) Add support for local Gemfile

Having a Gemfile.local is usefull in development
to specify debug dependecies.

* (maint) remove duplicate Metrics/ModuleLength cop

* (maint) remove puts from loader_spec.rb
