update in transit encryption default setting for redis aws

redis aws (elasticache) should have in transit encryption set to
false by default as 3scale does not support it.

this was based on a conversation with the 3scale team around what
settings they support in relation to elasticache.

verification:
- create a redis instance using the aws strategy
- ensure that the elasticache instance created has in transit
  encryption set to false
