win32: Uninstall correct batch files

This fixes the following item in the todo.txt:

    Dos uninstal may delete vim.bat from the wrong directory (e.g., when someone
    makes his own wrapper).  Add a magic string with the version number to the
    .bat file and check for it in the uninstaller.  E.g.
              # uninstall key: vim8.1*

This adds the following magic string in batch files:
    rem # uninstall key: vim82 #

Also fixes that install.exe and uninstall.exe were not optimized at all.
