add required permissions for s3 privacy settings

add the permissions required to perform an update
of the s3 bucket privacy and encryption settings

note that checking the encrypted status of the
bucket may need to be done through the aws cli
for verification as the ui may not show the right
setting due to limited permissions on the aws
account.

verification:
- create a blobstorage instance in aws
- ensure the operator does not fail
- ensure the bucket is private
- ensure the bucket is encrypted
