Archiving rewrite and support for deleting old data from main and archive tables (#374)

* Remove parent-child foreign keys
* Rework archiving to also support deletion and deletion from archive
* remove rootWorkflowId
* remove support for hierarchical archiving
* Rename ArchiveDao to MaintenanceDao
* Rename ArchiveServie to MaintenanecService
* Rename ArchiveResource to MaintenanceResource
* do not try to wake up archived/deleted parent when child goes to final state
