Use setuptools declarative configuration

The setuptools feature is documented here:

https://setuptools.readthedocs.io/en/latest/setuptools.html#configuring-setup-using-setup-cfg-files

This removes all logic from setup.py. The package data is now declared
in setup.cfg. All options have been ported to the new form.
