Time-series cron metrics & statistics (#99)

Periodically report metrics to a time-series database with cron

* Calculates count of paid badge numbers at each level, plus staff counts (note: staff are deliberately not excluded from attendee counts!) and records those values to a configurable database.
* Reports charity and organization donation amounts, in cents
