DB edge update trigger: optimize call to disabled notify_conditionally()

If implemented as sql rather than plpgsql the planner seems to have a
chance to realize this is a constant in the case of disabled spatial
updated events (current default). This in turn allows it to remove the
call altogether, including the string concatenation at the call site.
