* Add prefer_operational_state option for generator scripts

Add this option for all 3 generator scripts: proto/Go/pathgen.

In order to be not disruptive and simple for the script flags, enhance and use the TranslateToCompressBehaviour function to convert the flags to the correct CompressBehaviour
