Upgrade Django from v3.0.2 to v3.0.3

This upgrade fixes a few issues and regressions in Django 3.0 that
include multiple crashes and a possibility of an SQL injection. We
haven't encountered any crashes, but the fixes are in components that we
use as well. See here for more details:
