Add simulation for bins, and user caching

Simulation now supports being used in two separate steps. The first step
calculates the final values from the user's function, the second step
takes the final values and either a single max value, or a list of all
the max values from each bin, and then calculates the rejection list.

User's can now also make use of the caching module to cache their data
directly without using the PyPWA.read or PyPWA.write. The new functions
are now in PyPWA.cache.read and PyPWA.cache.write.

Lastly, there was a bug in Sv's Writer and Kv's Reader that prevented
them from actually accessing any data. Those problems have been
resolved, and tests updated so that those issues don't arise again.
