Refactor the project to not rely on hard-coded paths (#768)

* Make Scilla runners available globally

This improves compositionality of the project and allows for easier blackbox testing.

* Make stdlib files installable

* scilla-mode: split scilla-root into 3 paths

This is a workaround until Scilla checkers/runners know where to look for the standard library

* Small refactoring in RunnerUtil

This refactoring used to fix Not_found exception on files lacking extensions
This happened when testing: Dune copies the whole src/stdlib directory
together with its `dune` file.
But after merging the PR forbidding polymorphic comparisons this error goes away

* Install runners only when running tests

* Separate out the install Makefile target

* Add symlink to binaries on dev builds

* Rename Makefile target all to release
