Commit Message

Support 16bit encdec path for 8bit input (to enable set ENCDEC_16BIT)
This only works for intra: For now only intra prediction for Luma and chroma is working ( for my debugging I'm keeping both paths 8bit and 16bits)
I'm turning off the following features for simplicity:
TX_SEARCH
PALETTE
INTRABC
FILTERING
TILES_PARALLEL
