[MIG] base_currency_inverse_rate: Migration to 13.0 (#211)

- always set compute field values for all the records
- set digits=0 to use all the digits we have in the database for inverse_rate fields
- remove field string, redundant
- remove redundant parenthesis on formulas
- remove overwrite of rate field (not needed to set the digits to a bigger one because already is using the bigger one)
- change view of inverse_rate field for both res.currency and res.currency.rate views, set digits 12,6 and 12,12 respectively as it is done in odoo original code
- remove old comments and resolved todos
