run: Make sure test requisites are not repeated

Stop putting shared hostRequires, partitions, and kickstart from suites
into every (flat) "Test" object, since that repeats them in host
parameters. Put them into "Host" objects instead to keep the behavior of
to-be-removed suites-and-cases exposed to templates.
