Introduce fan out persitence for link secrets

There is currently no way to tell the output persistor to create not just one
secret, but actually one secret per each key/value pair in the provided input.

Add type `PersistenceMethod` to introduce another metadata to make the
output persistor style configurable.

Introduce two persistence styles, the new fan out style and the default
one to one style for backwards compatibility.

Add convenience function `NewFileToSecrets` (plural s) to create a
simple `FilesToSecrets` struct with fan out style.

Update `persistContainer` function to be able to support both output
styles depending on the configuration.

Change `createSecret` function signature and move code out of the
function so that it acts as a straight forward create/update function.
