Updating Travis CI building instructions

A few changes have appeared in the outside world that are breaking our
Travis CI pipeline: firstly, setuptools stopped supporting python 2.7 so
we need to explicitly install an earlier version. Secondly, coverage 5.x
is currently broken (or at least for our use cases). And finally, the
latest MacOS images don't seem to be able to compile python packages
unless one explicitly passes "-isysroot /" on the compilation command
line.
