Introduction of the cooldown time mechanism.

This patch fixes #74.

Indeed, before this patch, it was not possible to sleep between each
test in order to cooldown the amount of requests we may do to public
services.

Notes:
  * There is at this time no default value. But in the future, a default
    value may be inserted.
